The monkey's arms are restrained. All that is being used to control that robotic arm is the data being transmitted from 100 electronic sensors implanted in the animal's brain. This same technology is being used to give quadriplegic humans the ability to mentally operate a computer. Both mouse and keyboard (very slowly, though.)
This technology works a bit like voice-recognition. The system has to be trained to recognize your specific brain activity. The more you train it, the more in "sync" you get with it. Games in the future are going to kick ass.
