Admin menu seems a little funky

When I tried to access the voting menu I had to choose it like 4-5 times before it would let me in it.

Thats probably because there was recently a vote, there can only be like 1 vote every 60s or so

Hey thanks server for taking a look, sorry I wasn't able to check when you asked. Here's a little more detail. Ok I understand that there is a limitation on the number of votes in a time period, but should the voting menu be inaccessible within that 60sec? I couldn't get passed "voting commands", to the other options without hitting it several times. Also is the 60secs a limitation on all voting or just like map voting.
