For anyone curious, I went and did a thorough test to determine how exactly the buff banner charges. Thanks to Fish for getting me started on it.

You have to build 1500 points of rage to charge the banner. The amount of rage you build on each hit is equal to the total damage you've dealt to the player you're hitting since the last time they died. So for example, 2 shots for 100 damage each builds 300 rage.

Assume the person you just did 200 damage to lives, and you die. When you respawn, let's say you hit them for another 100 damage: this builds 300 rage. Another hit for 100 builds 400 more rage (400 damage dealt to that player total).

Can you exploit this and purposefully leave their pocket alive for a long time to get extremely fast rage builds off of him? Possibly! The practical purpose is that shooting the same target over and over builds more rage than splitting it up.

Edit: note, this is tracked (and saved) per person. If you hit person A for 100, then person B for 100, then person A for 100 again, you will have built 400 rage. Another 100 damage hit on A will build 300 rage, or 200 rage from B.
